Fingerprinting Guide

What Is FDLE Live Scan Fingerprinting?

Published: · Updated:

Live Scan fingerprinting is Florida's standard method for conducting criminal background checks for licensed professionals, healthcare workers, teachers, childcare providers, and many other regulated occupations. Here's everything you need to know.

What Is Live Scan Fingerprinting?

Live Scan is a digital fingerprinting technology that captures high-resolution images of your fingerprints electronically using a flat glass scanner — no ink required. The digital prints are then transmitted electronically to FDLE (Florida Department of Law Enforcement) for processing.

Sky Bright LiveScan uses FDLE-registered Live Scan equipment to capture and transmit fingerprints for all Florida agency background checks.

How Does Live Scan Work?

1. You visit Sky Bright LiveScan with your ID and ORI number. 2. Our operator enters your demographic information into the FDLE-compliant system. 3. You place each finger on the glass scanner — flat and rolled captures for all 10 fingers plus palms. 4. The system captures high-resolution images and checks print quality in real time. 5. Your fingerprints are transmitted digitally to FDLE. You receive a TCN number for tracking.

Why Is FDLE Fingerprinting Required?

Florida Statute 435 requires fingerprint-based Level 2 background checks for individuals working in positions of special trust — particularly those with access to children, elderly, or vulnerable adults.

Fingerprint-based checks are required because they are identity-verified (fingerprints cannot be falsified) and they search both Florida and national criminal records databases simultaneously.

Live Scan vs Ink Fingerprinting

Live Scan digital: Faster, more accurate, immediate electronic transmission to FDLE, lower rejection rate.

Ink card fingerprinting: Physical card must be mailed to FDLE, slower processing, higher rejection rate due to print quality issues.

Most Florida agencies now require Live Scan digital submission. Ink card submissions are rarely accepted for state background checks.

Who Needs FDLE Live Scan Fingerprinting?

Healthcare workers (AHCA, FDOH), teachers and school staff (DOE), childcare workers and foster parents (DCF), disability service workers (APD), licensed contractors and real estate agents (DBPR), tow truck operators and motor vehicle dealers (FLHSMV), elder care workers (DOEA), and all other Florida state-regulated professionals.
